Cala is in talks to buy the club after current owners CSI went into administration following the issue of an international arrest warrant on fraud charges for its owner, Russian banker Vladimir Antonov.

Cala told The Daily Telegraph on Tuesday night that he is “90 per cent certain” of completing a deal for Portsmouth with administrator Andrew Andronikou this week. It would be his second club ownership in a year — he was in charge of Serie B club Salernitana for 11 days last year.

The Sicilian businessman – who said he has a personal wealth of 100m euros – has offices in Italy and the USA, but abandoned a previous bid to build underwater hotels on huge boats because they proved too expensive to build.

He told The News he has experience floating companies on the stock market and was confident the idea would work.
